On Oct. 19, 2017 President John Gibson and I met with management to discuss the F-1 Scheduler and its impact on Mail Handler duty assignments in the facility. Today I met with management to further discuss the F-1 Scheduler. During both meetings, President Gibson and I informed management of their contractual obligations.
As a result of the meetings I was informed that a total of 80 duty assignments will be affected by the F-1 Scheduler, 33 on Tour 1, 12 on Tour 2, and 35 on Tour 3. The affected pay locations are 115, 145, 215, 245, 315, and 345.
Sixty three Mail Handlers will receive notices from management to inform them that their duty assignment will be reposted for bid due to the change in lay-off days. Twelve Mail Handlers will receive notices from management to inform them of a change in their start time of one hour or less. The remaining five jobs are currently vacant and will be changed during the next bid cycle. Also, unfortunately some of you that were just awarded duty assignments from October's bid cycle will be affected by the F-1 Scheduler changes.
Management's intentions are to send out all letters on Oct. 25, 2017 to all of the affected Mail Handlers. They will send them to your current record of address.
No jobs were abolished, therefore there will no excessing from any section in the facility.
The 68 duty assignments that will be reposted due to the change in lay-off days will be posted for all Mail Handlers in the facility to bid.
Also, currently management is not abolishing all but three duty assignments on the APPS machine on Tour 1 as shown by the F-1 Scheduler. The management employees that misspoke were not in the discussions mentioned above. One of the reasons for the meetings between the parties was to lessen the impacts to the craft.

Sisters and Brothers,
On Oct. 16, 2017 I was informed by management that they were mandated to be within 65-70% compliance of the new Function 1 (F-1) Scheduler results for the Harrisburg P&DC by the end of the month. Management also stated that the changes could not and would not happen by the end of the month.
The new F-1 Scheduler results show that the Harrisburg P&DC rates 273 Mail Handler duty assignments. The previous F-1 Scheduler showed the Harrisburg P&DC rated 319 duty assignments. That is a loss of 46 duty assignments. We currently only have 298 Mail Handler duty assignments in the facility. Therefore, we will lose 25 Mail Handler duty assignments.
Management stated in order for them to be within 65-70% compliance of the F-1 Scheduler they must make changes to 80 duty assignments. They have not identified the 80 duty assignments yet. Management stated the changes will be start time changes, lay-off day changes, or complete abolishment or reversion of a duty assignment.
Currently on Tour 1 there are 102 duty assignments. The new F-1 Scheduler results show there should be 88 duty assignments. That is a loss of 14 duty assignments on Tour 1.
Currently on Tour 2 there are 78 duty assignments. The new F-1 Scheduler results show there should be 68 duty assignments. That is a loss of 10 duty assignments on Tour 2.
Currently on Tour 3 there are 118 duty assignments. The new F-1 Scheduler results show there should be 117 duty assignments. That is a loss of 1 duty assignment on Tour 3.
Also, I was informed that all duty assignments in the STC will be moved from its finance number 41-4214 to the Harrisburg P&DC's finance number 41-3485. This will not have any effect on the Mail Handler or the duty assignment, that's not to say that any of the duty assignments in the STC will not be affected by the F-1 Scheduler.
The Union will grieve all duty assignments that are abolished or reverted individually. The Union will also make sure the provisions in the contract are followed when management implements the changes to all start times and lay-off days. If not, grievances will be filed individually for each duty assignment.
I will keep you up-to-date with all information provided to the Union from management regarding these changes.
